The professional Customer Service Staff at the City of Titusville’s City Services Department can answer your questions concerning your account, bill, payment methods, water conservation, and how to check for water leaks.
City Services (water/sewer/refuse) are billed monthly. Water meters are read and estimated every other month.
New Account Set-up
Water/Sewer/Refuse accounts require an Application and Security Deposit for service. You are required to apply in person. Please bring photo proof of identification with you. The security deposit is returned (with NO interest) at the end of one (1) year if your account is current when the one year time period is up. Security Deposits will be paid only to the person named on the Application and responsible for the account.

When you apply for service, you will also be charged a non-refundable new account set up fee of $25.00. This charge is to cover the costs entailed in setting up your new service. If the water service is off, you will also be charged a $25.00 water service turn on fee.
IF YOU MOVE within a year and continue to be a City Service customer, this deposit will carry over to your new address. Your final bill must be paid in full before you can have City Services at another location. IF YOU MOVE within a year and are NO LONGER a customer the Security Deposit will be applied to the balance due and a refund will be issued for any credit balance left on the account.
THERE IS A $25.00 MOVING FEE that will be assessed each and every time you move. If you are moving within the City’s limits, please submit a check for $25.00. This fee must be paid before the water service is transferred.

Bill Payment
The City Services Department recognizes that making the payment of your Water / Sewer / Refuse easier and more convenient is important. That is why the City has made a variety of options available to our customers to pay their bills. Currently payments made payable to ”The City of Titusville” can be made by any of the following options:
1. Auto debited from you bank account (click here for form)
2. Placed in the 24 hour drop box located along the right side of City Hall
3. Mailed to 107 N. Franklin St. Titusville, PA 16354
4. Made in person at the Treasurer’s Office Mon – Fri 8am – 4pm or in the drop box located inside the building
How To Read Your Water Meter
Water meters are mechanical devices that measure the flow of water entering your home. Your meter is read bimonthly and each month, you receive a Water/Sewer bill based on the amount of water you use. The meter only records water used.

How To Check For Water Leaks
The Finding Water Leaks brochure gives you quick and easy ways to find the source of a leak. For example, to ensure that your toilet is not the culprit of your high bill, place a few drops of blue or green food coloring in the toilet tank. Wait about 10 minutes. If any color is in the bowl, you have a leaky toilet.
