PUBLIC WORKS DEPARTMENT:

  • Shifts initiated December 31, 2006 with the 4 am to 2 pm shift

  • Acquired Torch Down Tape from PennDot under the Agility Program for specific street markings

           Winter 2006-2007; Anti-skid 616.7 tons through January; Salt 266.5 tons through January by comparison we have utilized 51.7 tons less anti-skid and 350 

            tons less salt than last winter to this date

 

WASTEWATER TREATMENT PLANT:

  • Activities during the period include building and ground maintenance, routine pumping, treatment disinfection and discharge of maintenance and repair valves, process monitoring through lab analysis

  • Monitored problems with the SBR’s short cycling due to increased precipitation, STO adjusted the timers and influent gate to stabilize flow to the plant

  • Replaced sump pump in the SBR building

  • Difficulties with raw sewage pump #3; raw sewage pump #2 placed into service.  City’s electrical checked out raw sewage pump #3 and found nothing electrical wrong with pump

  • DEP at the plant to conduct annual CSO inspections

  • Scheduled F.E.C. for programming the SBR’s due to the weather

  • City electrical investigated jet pump #1 failure; replaced the grid & drive hubs and placed pump back on service

  • Replaced bearing on the dewatering drum on the sludge belt filter press

 

WATER WORKS AND DISTRIBUTION

  • Activities during the period including building and grounds maintenance, routine pumping, disinfection, monitoring and reporting, sampling and testing, as well as routine repair and maintenance, inspections and visits to water storage and pumping facilities

  • There were no major water main breaks this period

  • Water distribution and metering

  • Activities during the period include usual leak investigations, repairs, and installation of service lines and meters

  • Investigations occurred to service lines and meters at the requests from various property owners

  • Routine replacement of meter and meter heads also occurred during the period

  • There were 77 service calls and 1030 meters read

MEETINGS ATTENDED:

·        January 28th through February 2nd: Was in attendance at the NCSU Parks Maintenance and Management School. This completed year two of the training and culminated in graduation and certification.

·        February 8th: A meeting was held with TASD and Northwest Bus Service to discuss a complaint by an individual regarding road conditions in the City, and DPW response to snow events.

·        February 22nd: Two separate meetings were held at Penn DOT in Oil City with SAI, subcontractors for design of the implementation of the Congested Corridor Improvements, slated for the East/West corridor downtown. The morning meeting centered on accuracy of utilities locations which have been placed on preliminary drawings. All effected utilities were present to discuss any conflicts with the planned improvements. The afternoon meeting was with the City, SAI, and Penn DOT to discuss technical adaptation required by Penn DOT specifications. It should be noted that final design that changes radii at intersections is pending decisions forthcoming from Penn DOT on ADA requirements for walkways/curb-cuts. A stakeholder meeting will take place after standard designs have been completed but prior to final specifications for bid documents.

·        February 23rd: Bids were accepted and opened at TRA for the West Elm Street Improvements; West Bloss Street Improvements; South Franklin Street Improvements; and South Perry Street Storm-water Project. All bids, under the CDBG funding program, are in the hands of the Engineers for verification of accuracy and qualification. An announcement will be forwarded to Council and the media once the contracts are ready to be awarded.

·        February 26th: Frank Sidari of Malcolm Pirnie Engineering Inc. met with the plant operators and I at the WWTP to walk through the existing conditions and identify some points of concern for future operations. This is the first of three engineering groups to conduct a walk through and is part of the process to better make a decision on an award of the outstanding proposals to be recommended to Council. There is meeting with another engineering group scheduled in early March.

 

PUBLIC WORKS AND GARAGE

·        Several major snow storms were handled with a minimum of overtime due to shifts carrying 22 hours per day coverage

·        Weather conditions were extreme with a combination of below average temperatures combined with above average snowfall

·        The City of Titusville and the Titusville Area Hospital cooperated to both entities benefit. The hospital agreed to let the City use the lot at the former Quality Market to store snow. This saved fuel and time to remove excessive snow from downtown and the west end. Normally the snow was trucked over to the Polamco parking lot from citywide snow piles. In exchange the City assisted the hospital staff with snow removal from the upper lot, as well as the emergency side area.                                                                                                                                                                                   

·        Public Works and the City appreciate this cooperative effort with TAH

·        Dump areas were continuously pushed back to maximize the space available for snow storage. This occurred at the same time of hauling snow from the streets.

·        Trucks and spreaders were cleaned and maintenance performed throughout the month

·        Repaired garage door at mechanics bay

·        Addressed pothole patching where identifiable filled problem areas for OCT on tracks at Perry St.

·        Isolated hydrant at Spring and Monroe. Hydrant was leaking and the valve is shut down awaiting a fix in the spring.

·        Restocked PW garage with recycling containers from storage

·        Removed broken streetscape light on South Perry

·        Replaced lights at storage bin (salt and skid supplies)

·        Cleaned drainage pit at TPD

·        Order parts for snow plows and sweeper truck for replacement and maintenance. Work on the sweeper truck began at the beginning of the month and will be ready when the weather permits use

·        Assist tractor trailer deliveries trucks in various areas of the City

·        Repaired brakes on S-80

·        Mounted emergency lights on TFD Chief’s vehicle

·        Responded to numerous street light failures…record pole numbers and contact Penelec

·        Responded to various frozen water lines throughout the City

·        Remove snow and debris from catch basins Citywide

·        Clear snow for access to dog pound…bridges , City hall, park sidewalks….etc

·        Upgrade to Public works office

·        Maintained maximum supply of salt, anti-skid and road application mix

·        Combined overall material usage for streets is down again this year 156 tons less than 2005-2006 Specifically anti-skid usage is up 141 tons, and salt is down 298 tons generating additional savings for winter street maintenance.

·        Manufacture sign for Robert’s Grove

·        Routine maintenance and inspection of entire fleet

·        Replaced cutting edge on high-lift

 

WATER WORKS AND WATER DISTRIBUTION

 

·        There were no significant events at the water works plant this month. Routine maintenance and disinfection is on-going and all pumps were lubricated and exercised. Meters were checked and recorded

·        No  watermain ruptures occurred.

·        Various meter bottoms were replaced and service lines repaired as identified.

·        Water lines frozen due to cold temperatures were addressed and homeowners advised of preventative methods to avoid recurrences

·        1024 meters were read

·        73 service calls were performed

·        It is note-worthy to identify 16 of 28 days in the month recorded sub-zero temperatures and overall temperatures were below normal for the entire month.

 

WASTEWATER TREATMENT PLANT

 

·        F.E.C. (SCADA programming) was postponed due to inclement weather and re-scheduled for the first available time. This is necessary adjustments to the storm mode and computer control of the dissolved oxygen sensors as requested by DEP for items to be handled prior to their release of the NPDES permit.

·        Extended run times on the pumps were noted at the Roberts Street pump station. Cable holders for the floats had rotted causing the floats to malfunction. The old holders were carbon steel and they are being replaced with stainlees steel

·        February 11th callout was generated by a faulty float switch in the SBR basement, the replacement was ordered and installed on the 20th.

·        Water proof sensors for the comminutor were ordered and replaced. This is another action item identified from the Phase 2 contract. The engineer specified water “resistant” sensors under the contract and they failed once before, however, the replacements were done by the contractor in kind as the waterproof sensors are more costly

·        Routine operations and maintenance is on-going

·        Preliminary data collection under way for the Chapter 94 report due into the DEP March 31st

Overall tonnage is up 136.85 however there was a savings due to the cost of salt versus anti-skid

It should also be noted that we did not reach the minimum order of 60% of the salt contract and will have this delivered to avoid penalty and stored for next years use. The contract usage was short 99.6 tons. The agreement is in place for next year’s supply.

WASTEWATER TREATMENT PLANT:

 

·        FEC programmer was on site the 8th and 9th for the SCADA analysis per DEP request to finalize arrangements to lift the consent order and get the permit issued. We are still awaiting his report letter which needs to be forwarded to DEP. This was on a punch list for the finalization of the Phase 2 project.

·        The top belt on the sludge filter press was found to be tearing and not repairable. A new belt was ordered and will be placed in the early part of April.

·        Jennifer Hill phoned regarding a TSS (Total Suspended Solids) violation in January of this year. The violation was a result of high flows during a storm and thaw event causing the reactor to decant before settling could be completed. This was an isolated event that is usually circumvented by plant personnel.

·        DEP representative Anthony Matelock was at the plant for inspection of the broken screen in SBR number 1. He also indicated the department was anxious about the outcome of the FEC investigation. It should be noted that we have come further in satisfying the needs of finalizing the Phase 2 deficiencies toward the issuance of the NPDES permit in the last 3 months than was accomplished through efforts of the design engineer in the previous 9 months. As formerly stated we anticipate the report from FEC shortly.

·        ATS was called out to investigate the meter at the Bank and Allen lift station. The memory on the recorder was full and needed reset.

·        The electrician identified the ongoing problem with the comminutor and found not only extraneous parts in the control panel, but a bad sensor existed. The parts are ordered and should be in shop early April. This was also an outstanding issue from a 2005 punch list on Phase 2.

WATER WORKS AND WATER DISTRIBUTION:

 

·        Water works plant and pump stations were maintained and routine maintenance occurred throughout the period. The Brook Street water main break accounted for approximately 40,000gallons lost. Various accidental hits at the South Perry storm sewer project were addressed and water was accounted for through observation. Hydrants were flushed and routine treatment was handled. Dick Kraffert pool filling was adjusted at the plant to maintain tank levels at normal.

·        1089 meters were read

·        124 service calls received response

·        Installed approximately 100 feet of water line and a new isolation valve prior to construction of South Perry project

·        Repaired water leaks at Hemlock / Taylor Ramsey

·        Provided coverage for Water works plant to cover vacations and holidays

·        Repair water service lines at 451 and 453 South Perry due to construction

·        Delivered red tags and performed shut offs

·        Repaired water main break at 218 Brook street…water loss previously noted

 

WASTEWATER TREATMENT PLANT:

 

·        May 4th: City electrician installed new sensor on comminutor conveyor section

·        May 5th took SBR#2 out of service for Jet pump 2 repairs. Ordered bearings for # 2

·        May 11th removed  Jet pump #2 to be sent to Erie for repairs

·        May 12th SBR #1 remained in fill/react while decanting. The depth sensor was removed and cleaned and the problem has not happened again

·        May 14th Begin disassembly of  SBR#2 sludge pump

·        May 16th Order additional parts for Jet pump and Sludge pump

·        May 31st Parts in for pumps. Began installation of new level sensors for comminutor which control on/off cycles for wear reduction

·        Began review of new EPA requirements for pretreatment program with industrial users’ responsibilities. There will need to be adjustments in the codified ordinances adopted and we will develop items for the solicitor’s review.

Sweeper temporarily taken out of service, parts ordered and repairs are currently underway

Locate and purchase a replacement truck for Truck 9

Repair broken curb on Maxwell Drive

Replace stop sign at First & Elm Streets

Replace electrical outlet at Roberts Grove

Repair manhole ring at E. Main & Lynn Streets

Unplugged drain at Dick Kraffert Pool

Hauled & spread mulch at flower garden at East Main Street

Replaced signs on Kerr Street & Fletch Street

Vac Truck continued to clean catch basins City wide
