Overtime:  Overtime will be reported on a quarterly basis.  This will allow everyone to track it.

Officers Ciccarelli and Russell attend active shooter training.  This training addresses the issue of school shootings.  A letter describing the training accompanies this report. The rest of the department will be trained and practical scenarios will be forthcoming.

The department is preparing for TASERS and DUI Checkpoints.  Several officers will be attending DUI Checkpoint Training on March 29th in Meadville.  We have completed our PENN Prime grant application and hope to be purchasing TASERs in the next couple of months.  I addition I will be sending 2 officers to TASER Instructor Training.  They will then be able to train the rest of the department.  This keeps within my philosophy of being able to perpetually train the department in key areas.

WAL MART has given the department $1500 to be used toward the K-9 program. This donation was for 2006 and was presented to Officer Peterson and KAI in January 2007.

The ENRAD has been ordered.  Calls for service for February 2007 were up by 73 as compared to February 2006.

The Penn Prime Grant Application for Liability has been submitted and if granted the funds will be used to purchase TASERs.

The Manual of Procedural Orders has been completed.  It is being edited for grammar and a copy will be given to the city manager by the end of March.  The policies are in the implementation process now and I am hoping that the “Mocks” for Accreditation will be completed by July.

COMMENTS-OBSERVATIONS:
The department has spent approximately $17,000 in overtime as of the 30th of March.  We are waiting for approximately $4,000 in reimbursement from the State Attorney General's Office.  In addition, we have an officer off on FML.  He is scheduled to return to work April 16th.  His has generated an increase in overtime, but the officer's salary has been saved for 2 1/2 months due to the FML.

Still waiting for nice weather to schedule an ENRAD demo.

The manual of procedural orders has been completed and forwarded to the City Manager.

I have applied for grant monies to place digital dash mounted video cameras in the cruisers.  If approved there would be no cost to the city for these.  In addition, I am in the process of requesting additional grant funding for other equipment through CDEC
