• Organized under the provisions of the Act of May 2, 1945 (P.L. 382) the Authority was authorized to acquire, hold, construct, improve, maintain, own and lease, either in the capacity of lessor or lessee, water works, water supply works, and water distribution system; sewers, sewer systems, or parts thereof and sewage treatment, including works for treating and disposing of industrial waste.  The Authority primarily services the debt for infrastructure improvements to the existing water and sewer systems.

• Must be a taxpayer, maintain a business in the City, or be a citizen of the City or a municipality into which one or more of the Authority's projects extends.
