City Released from EPA CO &A

 

The City received notification that due to City’s continued compliance with the City’s National Pollutant Discharge permit (NPDES) at the Waste Water Treatment Plant (WWTP) the Consent Order and Agreement (CO & A) that the City entered into with Environmental Protection Agency (EPA) has been officially closed.  The Administrative Order came about as a result of certain issues raised by the EPA regarding the City’s Pretreatment Program and significant noncompliance dating back to 1999 by at least one industrial user in the community.  Therefore, beginning in 2002 and for a period of three years there after, the City through action of City Council entered into an expedited settlement and the City has remained in good standing with EPA by living up to all aspects of the CO & A.

 

Any violation during this period of the Order would have constituted an additional violation of the Clean Water Act and may have resulted in a civil action for injunctive relief or a penalty not to exceed $27,500 per day.  Also, according to the Order, “nothing in the order shall preclude EPA from pursuing enforcement actions outside the agreement in the event circumstances do not warrant an expedited settlement.”   

 

The City currently has three industrial users on the program and they have been instrumental in assisting the City with this accomplishment says Mary Ann Nau, City Manager.  We thank them for helping us with compliance.   I also commend our Pretreatment Coordinator Tim Clark, our PW Director Randy Nebel and City Engineer Linda French for their due diligence.

MUNICIPAL AUTHORITY - One Opening

 

Municipal Authority - Five year terms.  Five members.  Must be a taxpayer, maintain a business in, or be a citizen of the Municipality into which one or more of the Authority's projects extends. A majority of the Authority members must be citizens residing in the incorporating municipality.  Meet as needed. This opening is for a resident of the City of Titusville only.

 

Ethics Board -  Three

A.

The Ethics Board shall be composed of three individuals, who shall be appointed in the following manner:

(1)

one individual appointed by the Council of the City of Titusville.

(2)

one individual appointed by the Mayor of the City of Titusville.

(3)

A third individual appointed by the Council Representative and the Mayor Representative to the Ethics Board.

 

B.

All members of the Ethics Board shall sit for a term of two years. In the case of a vacancy on the Board, an appointment shall be made to said vacancy by that body which made the original appointment prior to the vacancy occurring.   Meet as needed.

 

Airport Authority

2 Unexpired Terms

Airport Authority - Five year terms.  Seven members.  Must be a taxpayer, maintain a business in, or be a citizen of the Municipality into which one or more of the Authority's projects extends a majority of the Authority members shall be citizens residing in the incorporating municipality.  Meet as needed. This opening is for a resident of the City of Titusville only. The Airport Authority meets the 3rd Wednesday at noon at the Airport.

24 Hour Parking Ordinance

Vehicles parked on city streets must be moved at least once every 24 hours.

 

The requirements set forth are governed by Article 904 of the Codified Ordinances of the City of Titusville.

  

Industrial and Residential Zones:

Clear a pathway of at least 3 feet in width on the sidewalk in front of or adjoining such property at least once each calendar day. The snow cleaned from the pathway shall not be deposited on any street or alley in the City.

 

Zones C-1 and C-2:  

Clear all snow fronting or adjoining such property as follows:

 

(1)    Daytime snow shall be cleared prior to 6:00 p.m. prevailing time.

 

(2) Nighttime snow shall be cleared prior to 11:00 a.m. prevailing time.

 

Snow removed within the C-1 and C-2 Zones may be deposited in the paved portion of a street or highway not more than thirty-six inches from the curb.  Any person violating any provisions of this article shall, upon conviction in a summary proceeding, be fined not less than ten dollars ($10.00) nor more than twenty-five dollars ($25.00) for the first offense and not more than three hundred dollars ($300.00) for each and every offense thereafter. Each day of violation shall constitute a separate offense.
