The City Manager is appointed by City Council and shall be chosen solely on the basis of his/her executive and administrative qualifications with special reference to his/her actual experience in, or his/her knowledge of, accepted practice in respect to the duties of the office.  The City Manager is the chief executive and administrative official of the City.  Manager shall execute all laws and ordinances of the City. 

 

The Manager is responsible for supervision of City departments, appoint and remove subordinates and assistants, preparation and oversight of the budget, enforcement of City Ordinances, negotiation of contracts, and attend all meetings of City Council with the right to take part in the discussions but without the right to vote.

 

The Manager is also responsible for keeping City Council informed about County, State, Federal matters that may affect the City and its residents.  It is important for the Manager to have current information so that she can guide City Council in their decision making.  Therefore, the Manager maintains professional certifications and receives extensive training in municipal affairs and public administration.

 

As liaison between City Council and the residents, the Manager is available to answer questions and make presentations about the City and how issues may affect them.

Mary Ann Nau is Titusville’s City Manager.  In April 2008, she will have completed her eighth year as Manager.  She is a native of Monroeville, Pennsylvania where she worked previously as a Department Head for 10 years and then Municipal Manager for 4.5 years.  She is a member of the Association for Pennsylvania Municipal Managers (APMM) and the first woman graduate of the Municipal Management Development Program (MMDP).  She is a Certified Leisure Professional (CPRP) in the state as well as nationally, a graduate of the Pennsylvania Rural Leadership Program (RULE) and a member of the Penn Prime Board of Trustees where is Chairs the Underwriting Committee.  Mrs. Nau also works as a Peer to Peer Consultant for the Pennsylvania Department of Community and Economic Development performing work for many Western PA local governments.  As City Manager, she also works as Secretary to the Titusville Wellhead Protection Committee, Titusville Board of Health and is Chair of the Crawford County Health Improvement Coalition Community Relations Committee.  Outside the office, she is an active Board Member of Genesis, Inc.; a member of the Titusville Hospital Auxiliary (Fundraising Committee); and St. Joseph Church Community Caring Committee volunteer.  She has an undergraduate degree from Slippery Rock University and a Masters from Pennsylvania State University. She is married with three grown children and a grandmother to three grandchildren.
