Board of Health Meeting Minutes
May 30, 2006
1. Meeting was called to order at 7:00 PM by President Scott McAllister
2. Oath of Office was administered to Mary Aukerman by City Clerk Mary Ann Nau
3. Roll call was taken by Secretary M. Nau. Present: Mary Ellen Peden, Mary Aukerman, Scott McAllister, B.J. Engleka. Absent: Terry Kerr. Also present: Joe Crotty and Richard Winkler.
4. Nominations for President B.J. Engleka nominated and Mary Ellen Peden seconded the nomination of Scott McAllister as President. Nominations closed. All in favor, no one opposed.
5. Motion to approve minutes of June 12, 2002 as submitted moved by Scott McAllister. All in favor and no one opposed.

8. New Business A. Citizen Request- proposed revision to Health Code Article 1103.03 Following a presentation by R. Winkler and a lengthy discussion by the members of the Board, a motion was made by Scott McAllister and seconded by Mary Aukerman to leave the City Health Code, Article 1103, Section 1103.03 remain as is in regards to the current issue; and to request that in the near future that the entire Code be updated to meet the current goals and objectives of the Board of Health in regards to the protection of the health, safety and welfare of the residents. M. Aukerman abstained. M.E. Peden, Scott McAllister, and BJ Engleka were in favor. Motion passed.
B. Pandemic Influenza Preparedness Following a presentation by members of the Board of Health who have attended several area trainings regarding Avian Flu Pandemic, a motion was made by Scott McAllister and seconded Mary Aukerman to set up a Core stakeholders meeting with the following organizations being represented: Titusville Area School District, the City (Board of Health and Administration), University of Pittsburgh, Titusville Housing Authority and Titusville Area Hospital and to complete this task within 30 days. All in favor. No one opposed. Motion passed unanimously.
C. National Incident Management Training Joe Crotty presented a brief description of the training and who was required to attended. Training dates and times were announced as two mornings on June 12 and 13th from 8AM to 11AM, and the evening of June 13th from 7PM till 10:00 PM. Training will take place at UPT.

10. Comments of Board of Health B. J. Engleka reminded Scott McAllister of the information the Board members had received regarding the nail and pedicure salons. M. Nau to follow up with the City’s Health Inspector, Eric Mitchell for information regarding State inspection.
11. Next meeting- sometime within the next 30 days.
12. Motion to adjourn was made by BJ Engleka with a second from Scott McAllisterat 8:40 PM. All in favor. No one opposed. Motion passed.
CHIC Steering Committee Minutes March 22, 2007
Sue McDowell, CHIC chairperson, welcomed all in attendance. Each member introduced themselves and the agency they represent.
A motion by Donna Johnson and seconded by Denise Foltz was made to approve the minutes from the February 22, 2007 meeting.
COMMITTEE REPORTS
School Wellness Committee A. PA State School Nurse conference will be held in Pittsburgh in B. Veronica Pollus reported on a successful combined in-service day for Penncrest and Crawford Central School district nurses. The school nurses agreed that partnering with other districts for in-services is helpful so that they can receive nursing updates rather than classroom information. C. Veronica Pollus reported concerns that many students were still receiving the Td vaccine for their boosters instead of the Tdap vaccine which contains the pertussis (whooping cough) component. D. Sue Gafner reported that Titusville School District is going to administer meningococcal and Tdap vaccine to their freshman as part of a PA DOH sponsored program. The DOH provides the vaccine at no cost-the school district provides other needed supplies and personnel to administer the vaccine. The clinic will be held on May 11th. F. Denise Foltz reported that Elaine Park, Caring Habits Foundation, attended a luncheon held in her honor recently at Maplewood High School. Meadville Rotary has funded the Highmark program, which includes a different caring habit each month and health promotion themes. G. Denise Foltz reported that Maplewood High School junior high school students are participating in the Governor’s Fitness Challenge. A morning walking program provides an opportunity for students to log their miles—40 students have been involved in this initiative. H. Denise Foltz reported that she would be attending American Cancer Society’s School Health Institute this spring. I. There was discussion regarding the need for an annual school nurses meeting. It was also discussed that maybe Linda Deeter, PA DOH School Health Nurse Consultant, might help with a meeting to be held soon after the end of the school year so that more nurses could attend. It would be hoped that there would be Act 48 credits and continuing nursing credits (CNE’s) available since nurses now need credits to maintain the PA nursing license. J. Information regarding Act 48 credits that are available through the PA Public Health Institute (PHI) was discussed. Once the classes are announced the information will be made available to CHIC members.
Community Relations Committee A. Mary Ann Nau, Chairperson, has made a contact list of local government and township supervisors for use in announcing information. B. Duane Koller agreed to serve on this committee. C. Duane Koller announced that there was a groundbreaking for the new Meadville Medical Center’s (MMC) Cancer Center. Dr. Bitman was the speaker for the event. He reported that the new radiation equipment will be “state of the art”. MMC is very excited about this addition to their health care system. Grants Committee Debbie Gifford announced that the March of Dimes has grants available to “decrease smoking among pregnant women”. Budget/Finance Committee No report to date. Kit has some ideas-details to follow!! By-Laws Committee No report. Assessment Committee No Report Annual Meeting Committee A. Members are Denise Foltz, Dawn Mosbacher, Duane Koller, Hope Couch, Kit Jaskiewicz, Debbie Gifford and Cheryl Scott. B. There was discussion about our annual meeting to be held in October, 2007. Brainstorming ideas for topics at the meeting are: Generational Poverty, IMPACT-a head injury program, and ?? OLD BUSINESS Ship Application The membership will work on the application at the April 26, 2007 CHIC meeting. Disaster/Pandemic Planning A. Titusville City Disaster Planning Committee will have their next quarterly meeting in July. Sub-committee chairs will report on their progress at that meeting. B. There will be a week long, 2 hours each day, disaster drill that hospitals in the entire region will participate in. Both Meadville Medical Center and Titusville Area Hospital will be involved. Community Council No further report. CHIC is receiving their minutes and will share with this membership if members agree. Mobile Dental Program-ADA Foundation A. Tonimarie Bradley reported that Valley Grove School District had 55 students screened. Five children were referred to Pitt Dental School for follow-up care. Transportation will be provided. Children who qualify for Medicaid can have transportation through that agency. B. Franklin Area School District will receive screenings on April 4th and Oil City School District on April 16th. LEPC Meeting No Report NEW BUSINESS Community Action Association of PA Donna Johnson reported that The Arc of Crawford County, Inc and Meadville Community Council are registered for Crawford County. Some of the things that have come up on the site are not known to me as Crawford County but they may be an agency that serves Crawford and not located in Crawford. MEMBER NEWS Sue McDowell reported that Dennis P. Fapore, PA DOH Northwest District Executive Director, spoke at the Titusville Hospital Community Health Committee meeting about the history of SHIP and Crawford County’s progress in becoming an affiliate of the program. Dawn Mosbacher reported that Marcy Bencivenga, Applachian Cancer Network agent, is available to present a program on Colon Cancer that is offered by PAC 3. Dawn also reminded the membership that the Crawford County State Health Center has moved to 847 N. Main Street (the old Junior High School building). The phone number is the same. Debbie Gifford reported that Thurston House’ Early Care and Education committee holds Family Togetherness nights at schools. They work on issues such as transition to school or Pre-K. The CHIC and/or any of its members could provide health information to young children and their parents. Debbie also reported that she continues to work with Diane Moran, author of Teen Book on Pregnancy and Parenting, Customized Communications, TX. Lisa McFarren reported that Tim Davenport, Treatment Director for Crawford County D&A, recently earned the PA Certification Board’s Certificate of Competency in Problem Gambling. Several other addiction counselors are in the process of certifying. Duane Koller reported that Jackie Johnson, office manager at Meadville Free Clinic is retiring as of 6/30/07. The new manager is Teresa Miller. The same contact information at (814) 337-7166. Kit Jaskiewicz reported that new brochures and applications for “Cover All Kids” will be mailed shortly. Please discard old information. Now all children, regardless of income, are eligible for CHIP. Hope Couch reported that LIHEAP deadline is extended to April 13th. Hope also reported that the DPW/Office of Medical Assistance Program has a proposal to not renew contracts with voluntary managed care organizations (UPMC for YOU and Unisom is in Crawford County) after 6/30/07. Medicaid services for individual currently served by these programs would be covered under Access Plus. If this plan is implemented notices will go out to recipients in advance. Hope will bring the Medical Assistance Transportation Brochures to the April meeting.
