Several Boards, Authorities, and Commissions assist City Council in the operation of the City, providing input and guidance in areas such as the planning, development, building codes, public health and other community services. Area residents who may be interested in sharing their knowledge and expertise by serving on a board are asked to submit an application to the City Manager at 107 North Franklin Street. Organized under the provisions of the Act of May 2, 1945 (P.L. 382) the Authority was authorized to acquire, hold, construct, improve, maintain, own and lease, either in the capacity of lessor or lessee, water works, water supply works, and water distribution system; sewers, sewer systems, or parts thereof and sewage treatment, including works for treating and disposing of industrial waste. The Authority primarily services the debt for infrastructure improvements to the existing water and sewer systems.

Redevelopment Authority

Five year term. Five members. Meet 1st. Monday at noon at Authority Office. Created under the Urban Redevelopment Law. The purpose of the Authority is the elimination of blight in the community through economically and socially sound redevelopment in conformity with the City’s Comprehensive Plan for residential, recreational, commercial and industrial uses. Some purposes are to be public uses for which public money may be spent and private property may be acquired. The Board oversees the activities of the Authority. H.B. 2027 of 2004 provides that a majority of the members shall be residents of the City and the remainder may be non-residents “who own and operate businesses in the City in which the Authority is to operate.”

Cases heard before the Board deal with challenges to the validity of the Zoning Ordinance, appeals from the determination of the Zoning Officer, and consideration of application for variances or special exceptions from the provisions of the Zoning Ordinance. Must be a resident of the Municipality and shall hold no other office in the Municipality.
